First, create a very rough design sketch.
You don't need to spend too much time on it. It's fine as long as you can get a simple feel for it.

Sculpt the model in ZBrush, create the texture in Substance Painter, and finally render with Arnold.
Along the way, check the feel of the sculpture with KeyShot as you go.

This concept model ignores traditional dragon anatomy.
You can't create a unique design if you're bound by realistic anatomy.
